Bruce Hazard - Year 2003 - 2004 Scholarship Seeds for the EGCA Foundation were planted early in 2003 when members of the Engineering and General Contractors Association of San Diego (the contractors and support services building roadways, streets and municipal underground infrastructure like water and sewers) launched a fund-raising program to provide three annual scholarships to the children of construction workers of EGCA member firms. The goal of raising $100,000 was exceeded by over 25% by year’s end, and in June, 2004, the first of these scholarships were awarded.
